栃木・芳賀町、新年度から乗合タクシーを運行
■乗り合いタクシー町内運行 芳賀町が導入へ芳賀町のウェブサイトに掲載されているアンケートを見ると、午前中に、病院・買い物・公共機関へ出向くときに使うことを想定しているようです（そのようなときに使いたいという声が多い）。
芳賀町は新年度から、業者から借り上げたタクシーを、乗り合い方式で町内を運行させる「コミュニティ交通システム」を導入する。同町によると、県内で初めての試み。全町民が対象で、通院や買い物など利用目的は問わない。電話予約で車が各家庭まで出向くため、町は「家にこもりがちな高齢者らに利用してほしい」とする。早ければ今夏から運行をスタートさせたい考えだ。
町企画課によると、制度は町が企画し、町商工会が事業主体となる。
一時間に一本程度の時刻表を設け、利用者から出発時間の三十分前までに、電話で予約を受け付ける。予約者四、五人の自宅や目的地などを考慮して効率のよいルートを選んで運行し、客が乗り降りを繰り返す仕組み。複数人での「乗り合い」を原則とする。
町内のタクシー会社から車両三台ほどを借り上げ、町内限定で運行。全町民が利用対象だが、時間を平日の午前八時ごろから午後五時ごろとするため、町は「交通手段を持たない主婦やお年寄りが主な利用者」という。
町中心部の祖母井に、予約受付や待機の拠点となる「情報センター」（仮称）を設置。オペレーターがコンピューターで予約状況を管理し、各時間の運行ごとにルートを作り、車に指示を出す。
町内を二、三エリアに分け、各エリアごとに担当車一台を配置。エリアを越えて移動する場合は、情報センターを中継地点として乗り換えが必要になる見込み。
町が事業主体の商工会に運行補助金を出すため、一回の運賃は一人当たり三百円程度で検討中。
